| The United States Military Retirees Association Korea is a private organization chartered by United States Forces Korea (USFK) to support military retirees, their families and the survivors of deceased military retirees living in the Republic of Korea. The association has been particularly effective in assisting widows and other surviving beneficiaries of deceased retirees, as well as former spouses (and children in their custody) of active duty and retired military members, to ensure they receive the federal benefits to which they are legally entitled. There are no dues for membership, and all military retirees in Korea are members of the association by virtue of their status. A general membership meeting is normally held on the first Saturday in December of each year to report on the progress of resolving previous retiree issues, to inform the members on current retiree issues, and to elect new officers. It is held in the Community Room of the Army Community Services Center, Building 4106 on Yongsan South Post in Seoul. All military retirees, their dependents and survivors are invited. |

From 1978 to 1998, SFC David Downing, Jr., US Army Retired, served as the sole source of assistance to retirees and widows living in Korea. With telephone and typewriter, he worked magic with federal bureaucracies to ensure that the people overlooked by most on- and off-peninsula support agencies were not denied the benefits owed to them.![]() Mr. Downing died on July 4, 1998.
